The introduction of HIPs is being implemented by the Department for Local Communities and Government (DCLG) with two main objectives in mind:
1. Statistically 30% of property sales in the United Kingdom do not complete resulting in stress and expense for all involved.
HIPS include a Energy Performance Certificate, legal searches and proof of title enabling a purchaser to be given answers to all of their questions much earlier.
2. The Governments is subject to EU directives to measure and improve the energy efficiency of UK housing.
Therefore an Energy Performance Certificate is required and contained within the HIP.
Like home appliances, houses will have an energy ‘rating’ and will suggest ways on how the property can be made more environmentally friendly.
From 1 June 2007, HIPS will be a legal requirement, you will not be able to sell your house without one, unless it is;
- Non-residential property- Mixed commercial and residential property- A tenanted property- Properties with leases of less than 21 years- Private non marketed properties (i.e. not using an estate agent)- Unsafe (uninhabitable) properties and properties for demolition |
